As to the source of any goodness in sinners: Jesus said in Matthew:19:17, “Why callest thou me good? There is none good but one, that is, God. . . .” God has placed a conscience in the heart of every man. When man follows that conscience, some good may result. In man, however, the only eternal good comes by a work of the Holy Spirit in those who are saved.

"Which shew the work of the law written in their hearts, their conscience also bearing witness, and their thoughts the mean while accusing or else excusing one another."
